On 15 March 2023, Brunei Methanol Company Sdn Bhd (BMC) in coordination with Brunei Fertilizer Sdn Bhd (BFI), Brunei LNG Sdn Bhd (BLNG) and TotalEnergies EP (Brunei) B.V. (TEPB) conducted a Lumut Liang Industrial Area – Integrated Emergency Response Committee (LLIA-IERC) Major Exercise (Turbulence) within the Sungai Liang Industrial Park (SPARK), Brunei LNG and TotalEnergies EP (Brunei) B.V. areas as part of the Workplace Safety and Health (Facilities) (Control of Major Accident Hazards) Regulations, 2013.

The objective of this exercise is to test the industries’ integrated emergency response procedures and capabilities of the various agencies involved in ensuring safety and security of the area in an effective and timely manner.
In total 12 agencies comprised of government and private sector agencies were involved in the exercise. More than 1,300 personnel from BMC, BFI, BLNG and TEPB were evacuated.
Present to observe the exercise were officials from the Safety, Health and Environment National Authority (SHENA), Petroleum Authority (PA) and Maritime and Port Authority of Brunei Darussalam (MPABD).
The exercise was supported by the Belait District Office, National Disaster Management Centre (NDMC), the Emergency Medical Ambulance Services (EMAS), the Brunei Fire and Rescue Department (BFRD), the Royal Brunei Police Force (RBPF) and Darussalam Enterprise (DARe).
BMC Crisis Management Team (CMT) members and Incident Command Team (ICT) played an important part in making the tactical operation a success. The experience gained throughout the exercise has proven to be invaluable. Overall, the exercise demonstrated the strengths of the collaborative efforts of the LLIA-IERC and the agencies involved. The lesson learned will be used to reinforce collective emergency response preparedness at all levels.
