1. IT OFFICER (SYSTEM ANALYST)

INFORMATION TECHNOLOGY DEPARTMENT

Responsibilities:

  • Manage software solutions in order to implement portions of new or enhanced upgrades.

  • Analyze, identify and resolve business and or technical problems.

  • Collaborate and coordinate with colleagues (Project managers and coordinators) to gain understanding of the business, environment, technical context and organisation digital transformation.

  • Provide support in interpreting demand from customers for end-to-end project delivery and recommends adjustments or improvements where necessary.

  • Take lead in identifying and researching new application for improvement to increase company’s efficiency and stakeholder satisfaction.

  • Administer and manage organisation’s SharePoint Intranet.

  • Stay current on emerging tools, techniques and technologies.

  • Participate in Disaster Recovery (DR) exercises and keep IT DR Plan up-to-date

  • Provide technical diagnosing and troubleshooting support for end users as well as IT related function and equipments, both in response to reported problems and service request.

  • Assist in developing small-scale in-house program or application for the purpose of integration and workflow automation.

 

Minimum requirements:

  • Bachelor’s Degree in Computer Science + 5 years’ experience in related field

  • Strong knowledge in programming language (Python, C, C++, Java); & frontend technologies (HTML, CSS, JavaScript)

  • Certified ITIL4 (Foundation) is an added advantage.

 

2. IT TECHNICIAN (NETWORK & COMMUNICATION) TRAINEE – I-READY

INFORMATION TECHNOLOGY DEPARTMENT

Responsibilities:

  • Perform scheduled maintenance; test and analyse all elements of the network facilities, including power, software, communication devices, network lines, modems and fibre-optic cables

  • Install and maintain communication equipment & license such as telephone/mobile sets, portable radios, video or data communication services, wireless devices, line status indicators, modems.

  • Troubleshoot service malfunctions and equipment failures by diagnosing and resolving the telecommunications problems using test procedures to locate faults and isolate defective components

  • Install cabling or other equipment in accordance with accepted industry standards; register telephone and radio communication equipment in accordance with regulatory guidelines in Brunei

  • Manage, identify and escalate priority issues as necessary

  • Record call transactions and analyse the call logs to spot trends and underlying issues

  • Participate in Disaster Recovery exercises and keep IT DR Plan up-to-date

  • Provide technical diagnosing and troubleshooting support for end-users as well as IT-related function and equipment, both in response to reported problems and service request.

  • Software/hardware installation, configuration, backup & optimization and set up IT-related application (Operating System, Software, etc) and equipment (Desktop, Printers, Projectors, etc).

  • Focal for process Bill Payments.

  • Manage inventory for all ITD Assets

 

Minimum requirements:

  • Bachelor’s Degree in Network and Security.

3. HR BUSINESS PARTNER

HUMAN RESOURCE DEPARTMENT

Responsibilities:

  • Responsible to develop, implement and manage HR policies, processes, projects and activities in the following areas according to assigned portfolios:- (A) Employee benefits, welfare and compensations (B) Disciplinary & Grievances (C) Recruitment and selection (D) Manpower and organization structure (E) Training (F) Competency assurance (G) Development and Succession plan (H) Performance management (I) Industrial attachment and apprentice placement (J) Employee Engagement.

  • Work closely with HR Administration Section on the following matters:- (A) Personnel information and record (B) Pre & Post Boarding Employment Arrangement (C) Employee related contracts/agreement, status and appointments (D) Employee benefits, welfare and compensations (E) Employee attendance management (D) Human Resource Management Systems

  • Provide guidance and consultation to assigned departments including but not limited to the abovementioned HR policies, processes, projects and activities.

  • Monitor and update progress of HR activities. Ensure all HR activities are aligned with the Company and local statutory requirements. Any inconsistency and/or deviation is to be flagged up to superior(s) immediately.

  • Develop HR Strategies, including but not be limited to understanding and identifying the needs of various stakeholders/customers; any existing and potential limitations/risks and potential mitigations; feasibility of execution; timeline/schedule; available and required resources; budget and expenditures.

  • Responsible in ensuring thorough and proper engagement, communication, change management and training to all involving parties from commencement to implementation of any HR activities.

  • Produce relevant correspondences, reports, analysis and proposals.

  • Build partnerships and promote good practice and fair and equitable treatment of all employees, at the best interest of the Company.

Minimum requirements:

  • Bachelor Degree in Human Resource.

  • Minimum five (5) years relevant experience.

  • Possessing a Master Degree and/or CIPD certification is an added advantage.

4. ELECTRICAL & INSTRUMENT PLANT INSPECTOR TRAINEE – I-READY

TECHNICAL DEPARTMENT

Responsibilities:

  • To assist in inspection procedural and guideline, instructions, and checklist as well as plant integrity inspection on all associate instrumentation, electrical and control systems assets.

  • To produce inspection scope of works, execution of inspection techniques as deemed suitable and approve by reporting superior on items of instrumentation, electrical and control systems assets, ad hoc inspections and NDE in accordance with applicable local and international standards.

  • To perform site inspection on behalf of Company, providing frontline decision making in ensuring smooth execution of the site works, as well as preparing detail inspection reports with recommendations and submit to reporting superior for review and approval purpose within the timely requirement.

  • Coordinate with all maintenance and production department for planned inspection, unexpected shutdowns, and Scheduled Turn around (STA) works. Supervise and co-ordinate contracted NDT team during STA, as well as for routine plan and urgent requirement.

  • Participate and review instrumentation, electrical and control systems assets inspection work packages for plant turnarounds and ensure quality control and effective execution during shutdown.

  • Conducting, coordinating, and monitoring third-party inspections and re-certification of statutory equipment and attend associate witness of equipment testing deemed required in external installations.

  • Maintain all plant integrity inspection records with history in respect to calibration, inspection report from plant maintenance and shut down opportunity, testing and equipment history.

  • Undertake the role as inspection technical library controller and ensure all records is kept up to date within system.

  • Take lead on Plant QA/QC relate matters, as well as providing monitoring records on all aspect in relate to quality.

  • Provide frontline site and data monitoring of Plant equipment with respect to preservation, monitoring and maintaining operation.

  • Communicate and consult among discipline engineers on aspect of equipment relate inspection works.

  • Take initiative in familiarizing self with daily plant operating condition, exercise strong commitment in following up related QC matters and provide monitoring plan on follow up issue for discussion with relevant superior/ disciplines.

  • Contribute to root cause analysis on failure instrumentation, electrical and control systems assets and proactively assists in the preliminary failure assessments; prepare report and issue recommendations, where applicable, via supervisor for action by relevant departments.

  • Be capable to undertake and carry out any other assigned tasks by reporting supervisor/engineer or Management in line with personal qualification and experience deem appropriate and approve by line supervisor/ engineer as overall.

  • Perform most common NDT inspection methods such as: valves leak test, control valves functional test, loop test.

  • Understand control trending and control action.

 

Minimum requirements:

  • Bachelor’s Degree in Mechanical Engineering

  • NDT Inspector Certification Level II as an added advantage

 

5. PLANT INSPECTOR (ROTATING) TRAINEE – I-READY

TECHNICAL DEPARTMENT

Responsibilities:

  • To assist in on inspection procedural and guideline, instructions, and checklist as well as plant integrity inspection on all associate rotating equipment.

  • To implement require works within the require schedule and expecting good yield of outcome where require by reporting superior.

  • To produce  inspection  scope  of  works,  execution  of  inspection  techniques  as  deem  suitable  and approve  by  reporting  superior  on  items  of rotating equipment,  ad  hoc  inspections  and  NDE  in accordance with applicable local and international standards.

  • To perform site inspection on behalf of Company as require, providing frontline decision making in ensuring  smooth  execution  of  the  site  works,  as  well as  preparing detail  inspection  reports with recommendations and submit to reporting superior for review and approval purpose within the timely requirement.

6. PLANT INSPECTOR (STATIC) TRAINEE – I-READY

TECHNICAL DEPARTMENT

Responsibilities:

  • Support Mechanical Reliability Engineer on inspection procedure, guideline, instructions, and checklists as well as plant integrity inspections on all associate static equipment piping and civil (concrete and structural) assets.

  • Produce inspection scope of works, execution of inspection techniques as deemed suitable and approved by reporting superior on items of static equipment, piping, lifting equipment, civil (concrete and structural) assets, ad hoc inspections and NDE in accordance with applicable local and international standards.

  • Perform site inspection on behalf of Company as required, provide frontline decision making in ensuring smooth execution of the site works, prepare detail inspection reports with recommendations and submit to reporting superior for review and approval purpose timely.

  • Coordinate with all maintenance and production department for planned inspection, unexpected shutdowns, and Scheduled Turn around (STA) works as well as supervise and co-ordinate contracted NDT team during STA, routine plan, and any urgent requirement.

  • Participate, prepare and review static inspection work packages for plant turnarounds and ensure quality control and effectively execution during shutdown.

  • Conduct, coordinate, and monitor third-party inspections and re-certification of statutory equipment as well as attend as associate witness of equipment testing as deem required during external installations.

  • Maintain all plant integrity inspection records with history in respect to calibration, inspection report from plant maintenance and shut down opportunity, testing and equipment history.

  • Contribute to root cause analysis for any static equipment/piping related failures and proactively support the preliminary failure assessment, prepare report and issue recommendations, where applicable, via supervisor for action by relevant departments.

  • Undertake and carry out any other assigned tasks by reporting supervisor/engineer or Management in line with personal qualification and experience as deemed appropriate and approved by reporting supervisor.

  • Perform NDT inspections, using the most common methods such as visual inspection, dye penetrant test, ultrasonic inspection, thermography inspection, magnetic particle inspection, borescope and fiberscope inspection.

  • Supervise and coordinate special inspection activities such as internal rotary inspection system (IRIS), Remote-Field Testing (RFT), Magnetic Flux Leakage (MFL), Acoustic Emission Testing (AET)

 

Minimum requirements:

  • Bachelor’s Degree in Mechanical Engineering

  • NDT Inspector Certification Level II as an added advantage

 

7. ELECTRICAL & INSTRUMENT RELIABILITY ENGINEER

Responsibilities:

  • Respond to breakdowns. Identify, diagnose faults and resolve technical or operational problems of limited scope or complexity under general supervision.

  • Perform integrity diagnosis and equipment failure prevention diagnosis of plant equipment. Carry out engineering tests, analyse data, track failures and risks, evaluate performance, and advise Operations on parameters to adopt or re-adjust where necessary.

  • Work with Operations to perform analyses of assets; including asset utilization, overall equipment effectiveness, remaining useful life and other parameters that define operating condition, reliability and costs of assets.

  • Monitor production process to ensure produced methanol conforms to required quality. Proactively identify changes and anticipate potential problems by studying and evaluating trends and recommending corrective and preventive actions to Maintenance

  • Develop engineering solutions to repetitive failures that adversely affect plant operations; including capacity, quality, cost or regulatory compliance issues.

  • Perform feasibility, risk management and process planning studies to support the development of new technologies and methods; be involved in design and installation stages for new assets, or modification of existing assets.

  • Work with maintenance department to develop asset maintenance programs that include preventive and predictive maintenance activities, and preventive testing methodologies to identify and isolate inherent reliability problems.

  • Participate in investigations and RCA involving E&I and control systems as complete action items and recommendations that result from incident investigations.

  • Provide overall plant support of Reliability Programs, Preventive Maintenance, Critical Equipment Monitoring, Control Systems performance, application of international standards, and development of appropriate repair/inspection/QA/QC standards.

  • Capable of performing DCS and PLC diagnostics.
     

Minimum requirements:

  • Bachelor Degree in Electrical or Instrumentation and Control Engineering

  • Minimum five (5) years working experience in relevant field

 

8. MECHANICAL RELIABILITY ENGINEER (ROTATING EQUIPMENT)

  • Identify and remove non-value added maintenance activities

  • Initiate and implement value adding activities by preparing and proposing maintenance reliability programs

  • Support Operations in failure prevention by analysing process non-conformances and providing corrective advice

  • Responsible for achieving the most cost-effective reliable solutions in maintenance projects

  • Develop, implement and audit mechanical/static maintenance reliability programs

  • Prepare environmental and safety impact studies from mechanical/static maintenance related operational changes and advise the plant operations management on the findings

  • Follow up on corrective mechanical/static maintenance related actions resulting from internal and external safety and environmental audits

  • Follow up on improvement actions resulting from review audits

  • Responsible for correct implementation of corrective mechanical/static maintenance related actions resulting from internal and/or external safety items

  • Prepare safety impacts tudies from mechanical/static maintenance related operational changes and advise the plant operations management on the findings

  • Perform, facilitate, or participate in root cause analysis mechanical/rotating issues

 

Minimum requirements:

  • Bachelor’s Degree in Mechanical Engineering

  • 5 years’ experience in Mechanical/Static Engineer or related field.

 

 

10. PROCESS ENGINEER

TECHNICAL DEPARTMENT

Responsibilities:

  • Respond to breakdowns. Identify, diagnose faults and resolve technical or operational problems of limited scope or complexity under general supervision

  • Carry out process engineering  tests  to  evaluate  plant  performance,  track  losses  of  abnormally high  cost  of  methanol  production  and  develop  plan  to  eliminate  or  reduce  losses  and  make recommendations for improvement

  • Monitor production process to ensure produced  methanol  conforms  to  required  quality; proactively identify changes and anticipate potential problems by studying and evaluating trends and recommending preventive actions or process re-designs or adjustments

  • Maintain maintenance management  information  by  collecting,  analyzing,  and  summarizing operating   and   engineering   data   and   trend;   improve   maintainability   results   by   studying, evaluating,    and    recommending    process    re-design;    implementing    changes;    contributing information and opinion to technical and maintenance teams

  • Perform feasibility, risk management and process planning studies to support the development of new technologies and methods; be involved in design and installation stages for new assets, or modification of existing assets
     

Minimum requirements:

  • Bachelor Degree in Chemical/Process Engineering

  • Minimum three (3) years working experience in relevant field

 

11. FINANCE AND ACCOUNTING MANAGER

FINANCE & ACCOUNTING DEPARTMENT

Responsibilities:

Establish short-term goals and long-term plans for the department, in line with BMC goals.  Ensure compliance with local financial, accounting and tax regulatory requirements and keep abreast of financial and accounting best practices and standards.
 

Finance and Accounting

  • Collaborate with various departments and provide support on the preparation of company annual budgeting and forecasting together with line management and company assigned focal person

  • Manage the overall expenditure of the company to ensure it is kept within the approved budget and to report any deviation to the line management

  • Manage organizational operating funds, cash flow and projections

  • Monitor financial progress and keep senior leadership team abreast of the organization’s financial status

  • Coordinate or perform periodic and annual audits.

  • Manage accurate and timely performance of payments, financial transactions, book-keeping records and payroll administration

  • Monitor financial risk of the organization’s activities and ensure mitigations (eg. insurances, credit facilities, etc.) are in place to reduce our exposure. 

 

Reporting

  • Prepare financial reports for management, stakeholders, and lenders

  • Review, analyze and present monthly, quarterly, annual and any other periodic reports in compliance with company’s corporate governance policies, guidelines and procedures.

  • Prepare audit reports and present results to management, stakeholders and lenders

  • Close-off any audit action points required for reporting

 

Minimum requirements:

  • Degree in Business Administration, Finance and Accounting or related field + 10 years’ experience

  • Including 5 years’ experience in supervisory role

Master’s degree or certification in CIPFM/CFA/CPA/ACCA or equivalent as added advantages

 

12. MARKETING OFFICER (I-READY)

FINANCE AND MARKETING DEPARTMENT

Responsibilities:

  • Maintain all marketing administrative documents in system and on file

  • Supervise and develop staff in performing their duties

  • Verify accuracy of all calculations and supporting documents of sales reports and price quotations, and check to the agreed term/conditions of the off-take agreement

  • Provide support to Finance Department for invoicing sales to Offtaker and Accounts Section for recording of sales

  • Liaise with Logistics Section for loading schedule and quantity of methanol for export

  • Review and improve the marketing SOP when necessary to achieve efficient and effective workflow withing the Finance & Marketing Department

  • Prepare differentiated sales reports and sales analyses for management and Marketing Committee

  • Prepare periodic report on industry updates, market news and pricing strategies from methanol publications (ICIS, Platts, etc.) for internal intelligence

  • Ensure compliance to regulations and regulatory requirements by relevant government authorities (Customs, Trade & Export, etc.)

  • Identify and alert Finance & Marketing Manager of any potential issues/risks that may impact the company sales of methanol

  • Assist the Marketing Committee Secretary in duties required for the marketing activities of the company as and when assigned

 

Minimum requirements:

  • Bachelor’s degree in related field

 

13.CONTRACT OFFICER (I-READY)

SUPPLY CHAIN DEPARTMENT

Responsibilities:

  • Focal Person for Company's Operational contracting activities from Strategy to Close Out and close engagement with line end-users with regards to their requirements (present and future/anticipated).

  • Responsible for maintenance and on-time updates of Contracts Database and clear document audit trails.

  • Responsible at Pre-Award Stage for supporting the Contract Holder in Strategy development, managing Expressions of Interests and subsequent tendering cycle process (including conducting/facilitating tender briefings, enduring Tender Evaluation Plans (TEPs) are in place prior to bid opening, clarifications management, and Document Review process adhered to, etc.)

  • Responsible for tender's Commercial Evaluations and Sensitivity Analyses and combining Commercial and Technical Evaluation results for the final award recommendation as per Manual of Authorities (MOA).

  • Responsible at Post Award to support the Contract Holder in ensuring delivery of Contract Management Plan (CMP) milestones including any Contract Performance Review exercises and KPIs reviews.

  • Responsible in supporting the Contract Holder with any Variations to Contract during the life cycle of the contract and to ensure Close Out process is adhered to.

  • Responsible for ensuring that LBD directive initiatives are incorporated into the tender document and provide active support for LBD activities.

  • Responsible to liaise and engage with Contract Holders and End-users for technical advice and with Company's Legal, Finance and HSE teams for specific contractual support and advice.

  • Responsible for ensuring all changes to Company regulations and requirements (including any Safety related items are incorporated quickly into tender and contract documents (via Variations).

  • Responsible to flag up any major non-routine issues to SCM for support.
     

Minimum requirements:

  • Bachelor’s Degree in Business, Engineering or Quantity Surveying.

  • Being a Professional member of the Chartered Institute of Purchasing & Supply, Pertubuhan Ukur Jurutera & Arkitek, Institute of Engineers or Institute of Quantity Surveyors or equivalent is an added advantage

 

14. CONTRACT OFFICER

  • Responsible for tender's Commercial Evaluations and Sensitivity Analyses and combining Commercial and Technical Evaluation results for the final award recommendation as per Manual of Authorities (MOA).

  • Responsible at Post Award to support the Contract Holder in ensuring delivery of Contract Management Plan (CMP) milestones including any Contract Performance Review exercises and KPIs reviews.

  • Responsible in supporting the Contract Holder with any Variations to Contract during the life cycle of the contract and to ensure Close Out process is adhered to.

  • Responsible for ensuring that LBD directive initiatives are incorporated into the tender document and provide active support for LBD activities.

  • Responsible to liaise and engage with Contract Holders and End-users for technical advice and with Company's Legal, Finance and HSE teams for specific contractual support and advice.

  • Responsible for ensuring all changes to Company regulations and requirements (including any Safety related items are incorporated quickly into tender and contract documents (via Variations).

  • Responsible to flag up any major non-routine issues to SCM for support.
     

Minimum requirements:

  • Bachelor’s Degree in Business, Engineering or Quantity Surveying.

  • Being a Professional member of the Chartered Institute of Purchasing & Supply, Pertubuhan Ukur Jurutera & Arkitek, Institute of Engineers or Institute of Quantity Surveyors or equivalent is an added advantage

  • 5 years’ experience in contract management.
