Brunei Methanol Company Sendirian Berhad (“BMC”) hereby invites interested parties to submit Expression of Interest (“EOI”) for the following services:

 

EOI TITLE: PROVISION OF PLANT FACILITY MAINTENANCE SERVICES (PFM) (REF NO.: A2602003T)

 

1. INTRODUCTION

Brunei Methanol Company (BMC) (hereinafter referred to as the ‘Company’) is an international joint venture company incorporated in Brunei Darussalam that owns and operates a methanol production and exporting plant.

Brunei Methanol Company (BMC) requires a qualified and experienced Contractor to provide Plant Facility Maintenance Services (PFM) covering all plant units, utility systems, buildings, and associated facilities within the plant boundary. The scope includes the provision of permanent onsite maintenance teams, specialist services, equipment, and all associated resources to execute preventive maintenance (PM), corrective maintenance (CM), and opportunity maintenance activities. The objective is to ensure all plant facilities and equipment are maintained safely, within the stipulated standards, and in full compliance with the Company's requirements throughout the duration of the Contract.

 

2. SCOPE OF WORK

The Contractor shall be responsible for maintaining the integrity, reliability, and safe operability of BMC's plant facilities and associated assets throughout the Contract duration. The Contractor shall provide the necessary resources, expertise, and services to fulfil this obligation, in a scope and delivery model to be agreed with BMC, including but not limited to:

i) Ensuring all activities are carried out in compliance with BMC's Health, Safety, and Environmental (HSE) policies, procedures, and applicable regulatory requirements.

ii) Maintaining the operational integrity of plant assets covering mechanical, electrical, instrumentation, civil, and fire protection disciplines, through preventive, corrective, and opportunity maintenance activities as directed by BMC.

iii) Provision of associated support services as required, including but not limited to scaffolding, insulation, fabrication, painting, HVAC maintenance, and warehouse management.

iv) Coordination and collaboration with BMC's internal teams and other contractors on site to ensure seamless and safe execution of maintenance activities.

v) Adherence to BMC's quality control standards, technical specifications, and applicable regulatory requirements.

vi) Proper documentation and reporting of all works carried out, to support BMC's maintenance records and asset management objectives.

 

BMC’s Plant is comprised of various sections, including: -

i) Process areas

ii) Storage areas

iii) Utilities area, which includes the following:

(a) Cooling water system

(b) Instrument air system

(c) Demineralised water treatment system

(d) Boiler feed water system

(e) Steam system with 2 auxiliary boilers

(f) Nitrogen gas system

(g) Fuel gas system

(h) Waste water treatment

(i) Chemical injection

(j) Electrical generation and distribution system

(k) Fire protection system

iv) General areas — Administration building, workshop/warehouse, Central Control Room, laboratory, electrical substations, and guardhouse

 

3. CONTRACTOR RESPONSIBILITIES

i) Develop and submit a detailed Contract execution plan, organization chart, and work schedule prior to commencement.

ii) Ensure availability of qualified and certified personnel, including technicians, engineers, safety officers, and supervisors, in accordance with the agreed manning schedule.

iii) Provie all necessary tools, equipment, consumables, and site facilities required for the full execution of the Work.

iv) Adhere to BMC’s Permit-to-work (PTW) system, Job Hazard Analysis (JHA), and risk assessment protocols at all times.

v) Ensure safe handling, storage, and disposal of hazardous materials and waste in compliance with applicable regulations.

vi) Maintain a dedicated HSSE Officer on site and submit HSSE performance reports to the company

vii) Ensure all plant facilities and equipment are handed over in safe and fully operational condition following any maintenance activity.

 

4. DELIVERABLES

The contractor is required to submit:

i) Pre-Contract Mobilisation Plan, including organization chart, manning schedule, equipment list, and HSSE plan

ii) Monthly Progress Reports detailing completed work orders, manpower deployed, HSSE performance, financial status, and any issues requiring the Company’s attention.

iii) Inspection and Maintenance Reports for all HVAC, fire protection, and specialist maintenance activities as specified in the Contract.

iv) End-of-Contract Close-out Report, including as-built documentation, outstanding recommendations, and handover of all site facilities to the Company.

 

5. LOCAL BUSINESS DEVELOPMENT (LBD)

As per Guidelines set by the Department of Energy (DOE), this scope is categorized under the Development Quadrant of the LBD Framework. Hence, this EOI is:

 

â–ª Open to Local Companies only;

â–ª The owners of the company must actively participate in its management and day to day running of the business; and

â–ª Maximise use of the local subcontractors.

6. TENDER/ CONTRACT SCHEDULE

 

â–ª Planned Tender Date: June 2026

â–ª Contract Duration: Three (3) years plus two (2) years renewal options of one (1) year each thereafter

2. Deadline for submission of EOI: 1400 hours, 13th May 2026

3. All submissions shall be submitted electronically via email to: Tenders_EOI@bruneimethanol.com.

4. Interested party is required to mark its submission clearly as: PROVISION OF PLANT FACILITY MAINTENANCE SERVICES (PFM) (REF NO.: A2602003T) 

 

ANY SUBMISSIONS RECEIVED LATER THAN THE SPECIFIED DATE AND TIME MAY BE REJECTED.

 

Interested party/ies to note that NO COMMERCIAL SUBMISSIONS to be included in the EOI submission. Inclusion of any such material shall be rejected.

 

Note: This EOI shall not be deemed to be an invitation to tender. BMC shall have the right and sole discretion to reject any part, or all of the response made by the interested party. BMC shall have the right and sole discretion to determine the bidders for this tender. This letter serves solely for the purpose of obtaining EOI and shall neither in any way be construed as to create any legal obligation on the parties responding to this advertisement nor mentioned herein. Expenses incurred in connection to this shall be borne in its entirety by the interested parties.
