Brunei Methanol Company Sendirian Berhad (“BMC”) hereby invites interested parties to submit Expression of Interest (“EOI”) for the following services:


EOI TITLE: PROVISION OF PLANT INSPECTION SERVICES (REF NO.: A2502006T)

1. INTRODUCTION

Brunei Methanol Company (BMC) (hereinafter referred to as the ‘Company’) is an international joint venture company incorporated in Brunei Darussalam that owns and operates a methanol production and exporting plant.

Brunei Methanol Company (BMC) requires a qualified and experienced Contractor to provide Plant Inspection Services covering all plant units, utility systems, and associated facilities within the plant boundary. The scope includes routine annual inspection services in accordance with BMC's Risk Based Inspection (RBI) Program, Scheduled Turnaround (STA) inspection activities, and advanced non-destructive testing (NDT) services. The objective is to ensure all plant equipment and facilities are inspected safely, within the stipulated codes and standards, and in full compliance with the Company's requirements throughout the duration of the Contract.

2. SCOPE OF WORK

The selected Contractor shall provide the required manpower, equipment, and services to execute Plant Inspection Services, including but not limited to:

i. Ensure all activities comply with BMC's Health, Safety, and Environmental (HSE) policies, procedures, and Permit-to-Work (PTW) system at all times.


ii. Execution of routine annual inspection activities in accordance with the Company's approved Risk Based Inspection (RBI) Program, covering static equipment, rotating equipment, piping systems, and storage tanks.


iii. Execution of Scheduled Turnaround (STA) inspection activities - in accordance with STA Work Packs and Level 4 schedules provided by the Company.


iv. Execution of Non-Destructive Testing (NDT) services including but not limited to Visual Testing (VT), Ultrasonic Testing (UT/UTG), Magnetic Particle Inspection (MPI), Dye Penetrant Testing (DPT), Radiographic Testing (RT), Eddy Current Testing (ECT), Remote Field Testing (RFT), Internal Rotary Inspection System (IRIS), Magnetic Flux Leakage (MFL), borescope/fiberscope inspection, hardness testing, PSV pop test witnessing, and tube vacuum leak testing.


v. Execution of advanced and non-routine inspection techniques including Long Range Ultrasonic Testing (LRUT), Digital Radiography Testing (DRT), Drone/UAV Inspection, Hydrotest Inspection (Vessel), and Abseiling/Rope Access Inspection, where technically justified and approved by the Company.


vi. Provision of all required inspection personnel, NDT equipment, consumables, calibrated tools, and site facilities necessary for the full execution of the Work.


vii. Preparation and submission of all inspection reports, flash reports, integrity assessments, and close-out documentation in accordance with applicable API, ASME, ASTM, and ISO standards.


viii. Compliance with BMC's quality control standards, technical specifications, and all applicable regulatory requirements including SHENA, DSS MOH Brunei (for radiation activities), and Labour Order requirements.

 

BMC’s Plant is comprised of various sections, including: -

i. Process areas


ii. Storage areas


iii. Utilities area, which includes the following:

a) Cooling water system
b) Instrument air system
c) Demineralised water treatment system
d) Boiler feed water system
e) Steam system with 2 auxiliary boilers
f) Nitrogen gas system
g) Fuel gas system
h) Waste water treatment
i) Chemical injection
j) Electrical generation and distribution system
k) Fire protection system

iv. General areas - Administration building, workshop/warehouse, Central Control Room, laboratory, electrical substations, and guardhouse

 

3. CONTRACTOR RESPONSIBILITIES

i. Develop and submit a detailed Contract execution plan, organization chart, manning schedule, and HSSE plan prior to commencement of the Work.


ii. Ensure availability of qualified and certified inspection personnel including Plant Inspectors, NDT Inspectors, QA/QC Coordinators, HSE Coordinators, Planning Engineers, Radiographers, LRUT Specialists, DRT Inspectors, Drone/UAV Operators, Hydrotest Inspectors, and Abseiling Inspectors.


iii. Provide all necessary NDT equipment, calibrated tools, consumables, personal protective equipment (PPE), and site facilities required for the full execution of the Work. All equipment and tools shall hold valid calibration certificates issued by accredited bodies.


iv. Adhere to BMC's Permit-to-Work (PTW) system, Job Hazard Analysis (JHA), and risk assessment protocols at all times.
v. Ensure safe handling, storage, and disposal of hazardous materials and radioactive sources in compliance with applicable regulations and DSS MOH Brunei requirements.


vi. Maintain a dedicated HSE Coordinator (NEBOSH IGC mandatory) on site at all times during inspection activities. HSE officer-to-personnel ratio shall be 1 competent HSE Officer per 40 personnel. Submit HSSE performance reports to the Company in accordance with the Contract requirements.


vii. Submit Milestone Zero requirements including method statements, personnel certifications, equipment specifications, and risk assessments for all advanced inspection techniques prior to commencement of any specialist activity.

 

4. DELIVERABLES

The contractor is required to submit:

i. Pre-Contract Mobilisation Plan, including organisation chart, manning schedule, NDT equipment list, calibration certificate summary, and HSSE plan - to be submitted at Milestone Zero (within 30 days of Contract award).


ii. Monthly Progress Reports detailing completed inspection activities, manpower deployed, HSSE performance, findings summary, and any issues requiring the Company's attention.


iii. Flash Inspection Reports - submitted immediately upon completion of inspection activities where required by the Contract Holder.


iv. Full Final Inspection Reports for each inspection activity - including findings, integrity assessment, recommended actions, photographs, and relevant drawings, aligned to API/ASME/ASTM/ISO standards.


v. STA Close-Out Report - submitted within two (2) months from completion of Plant Mechanical Completion and Commissioning following each STA event, covering actual scope completed, HSE performance, QA/QC records, lessons learned, and outstanding recommendations.


vi. End-of-Contract Close-out Report - submitted upon Contract expiry or termination, including summary of all inspection findings and recommendations, as-built documentation, and handover of all site records and documentation to the Company


5. LOCAL BUSINESS DEVELOPMENT (LBD)

As per Guidelines set by the Department of Energy (DOE), this scope is categorized under the Highly Specialized Quadrant of the LBD Framework. Hence, this EOI is:

6. TENDER/ CONTRACT SCHEDULE

▪ Planned Tender Date: 19th August 2026
▪ Contract Duration: Three (3) years plus two (2) years renewal option thereafter

2. Deadline for submission of EOI: 1500 hours, 05th August 2026.


3. All submissions shall be submitted electronically via email to: Tenders_EOI@brunei-methanol.com.


4. Interested party is required to mark its submission clearly as: PROVISION OF PLANT INSPECTION SERVICES (REF NO.: A2602005T)


ANY SUBMISSIONS RECEIVED LATER THAN THE SPECIFIED DATE AND TIME MAY BE REJECTED.


Interested party/ies to note that NO COMMERCIAL SUBMISSIONS to be included in the EOI submission. Inclusion of any such material shall be rejected.


Note: This EOI shall not be deemed to be an invitation to tender. BMC shall have the right and sole discretion to reject any part, or all of the response made by the interested party. BMC shall have the right and sole discretion to determine the bidders for this tender. This letter serves solely for the purpose of obtaining EOI and shall neither in any way be construed as to create any legal obligation on the parties responding to this advertisement nor mentioned herein. Expenses incurred in connection to this shall be borne in its entirety by the interested parties.
