GENERAL SCOPE OF WORK

1. Supply and delivery of the following Chemicals:
   
   
   
   
   
    

   • ​Contractor to provide:

     • Delivery of liquid nitrogen to BMC within 1.5hrs of request, if required.
       Contractor to have standby tanker(s) (approx. 18,000L/tanker) and contingency manning.

     • Storage and production facilities as below:

       • ​Site facility for liquid nitrogen storage volume of 120,000 – 210,000 SM3, or

       • Production volume shall be at least 25,000 SM3/day, or

       • Hybrid combination of both storage and production facilities (for Contractors who fall short of above required volume).

     • Contractor to deliver the liquid nitrogen to BMC using vehicles that comply with BMC HSSE requirements.

     • Provision of competent personnel with fit for purpose HSE knowledge in complying safe work procedures to carry out the work, trained and certified with BMC Permit To Work system as Work Site Supervisors.

     • To supply set of nitrogen equipment when required (Medium pressure ambient vaporizer skid – 500Nm3/hr, 17,000 litres of ISO cryogenic skid tank, Gas manifold, cryogenic hose, accessories for assembling and connection).

     • To provide Certificate of Analysis “COA” for each delivery to ensure quality control of delivered gas.
        

   • ​​​Minimum requirements are as follows:

     • ​Supplier to have either:

       • ​​​Site facility for liquid nitrogen storage volume of 120,000 – 210,000 sm3 or

       • Production volume shall be at least 25,000 sm3/day, or

       • A hybrid combination of both facilities for Contractors who fall short below the required volume.

     • Has approved and appropriate delivery vehicle equipped with spark arrestor for plant entry.

     • Journey management plan for vehicle and personnel safety is in practice and records available.

     • Liquid nitrogen supply contingency & alternative supply plan in place.

     • Storage or production site is ABCi or equivalent approved for industrial usage.

     •  Relevant experience; Reference to other similar work performed.​

As per Guidelines set by the Department of Energy (DOE), this scope is categorized under the Highly Specialized Quadrant of the LBD Framework. Hence, this EOI is:

• Open to all business entities;

• Local Employment target: Best endeavours;

• Local Content target: Best endeavours; and

• Annual spend: Best endeavours.

TENDER/CONTRACT SCHEDULE

 

• Planned tender date:   End August 2023

• Contract Duration:        Three (3) years plus one (1 ) year extension option.

4. Interested party is required to mark its submission clearly as: A2305001/OPD (A) – SUPPLY AND DELIVERY OF LIQUID NITROGEN & ASSOCIATED SERVICES

ANY SUBMISSIONS RECEIVED LATER THAN THE SPECIFIED DATE AND TIME MAY BE REJECTED.

Interested party/ies to note that NO COMMERCIAL SUBMISSIONS to be included in the EOI submission.
Inclusion of any such material shall be rejected.

 

Note: This EOI shall not be deemed to be an invitation to tender. BMC shall have the right and sole discretion to reject any part or all of the response made by the interested party. BMC shall have the right and sole discretion to determine the bidders for this tender. This letter serves solely for the purpose of obtaining EOI and shall neither in any way be construed as to create any legal obligation on the parties responding to this advertisement nor mentioned herein. Expenses incurred in connection to this shall be borne in its entirety by the interested parties.
