WORK SCOPE:

 

The provision shall include but not limited to the provision of contract management capabilities, manpower, equipment, tools and consumables for the execution of STA 2023 with engineering period of thirty (30) days in May 2023. The scope shall be segregated as follows: 

 

LOCAL BUSINESS DEVELOPMENT (LBD)

 

1. Pre-STA Activities
   Under pre-STA activities, the CONTRACTOR shall be required to provide the following items and/or services:
    

i.    Prepare HSE Shutdown Manual which shall be used throughout STA activities.
ii.    Temporary facilities for CONTRACTOR’s personnel and BMC’s appointed vendors.
iii.    Carry out spading work for positive isolation of the plant.
iv.    Erection of pre-scaffolding and removal of insulation.
v.    Cable laying and hook up.
vi.    Provide temporary lighting for entry and internal inspection of vessels.
vii.    Temporary diesel generators.
 

   2. Execution of STA

During STA period, CONTRACTOR shall be required to carry out the following services:

i.    Rotating equipment overhaul, maintenance and inspection.
ii.    Reformer opening, maintenance and closing.
iii.    Static equipment opening and closing for internal inspection, repair and maintenance.
iv.    Electrical facilities inspection, repair and maintenance.
v.    Instrument inspection, repair and maintenance.
vi.    Control valve removal, maintenance and re-installation.
vii.    Safety valve removal, maintenance and re-installation.
viii.    High pressure water / chemical cleaning.
ix.    Scaffolding required for support work at height.
x.    Insulation work for high temperature equipment and piping.
xi.    Cranes and lifting equipment required for heavy lifts.
xii.    Supply of additional manpower and equipment for repair and maintenance work.
xiii.    Specialist work such as furmanite, post weld heat treatment and refractory (if required).

   3. Post-STA Activities
       As part of post-STA activities, CONTRACTOR shall be required to carry out the following services:

i.    Devolution of spare parts or material property of BMC.
ii.    Demobilisation and cleaning up of the worksite.
iii.    Attend to any defects after plant start-up during liability period.
iv.    Prepare and submit the close out report.

 

LOCAL BUSINESS DEVELOPMENT (LBD)

 

As per Guidelines set by the Department of Energy (DOE), this scope is categorised under the DEVELOPMENT Quadrant of the LBD Framework. Hence, this EOI is:

▪    Open to Local companies only;
▪    Local Employment target > 70%;
     Note: This target includes only the manpower that will be exclusively assigned to BMC for the Provision of                     Manpower and Equipment for STA 2023 and not any other entities.
▪    Local Content target > 70%;
▪    Actively managed by owners;
▪    Local Management target > 50%; and
▪    Utilisation of Local Sub-contractor: Maximum of 30%

2.    Deadline for submission of EOI:  1600 hours, 23 September 2022

4.    Interested party is required to mark its submission clearly as: A2209011/MPD – PROVISION OF                 MANPOWER AND EQUIPMENT FOR SCHEDULED TURN-AROUND 2023

ANY SUBMISSIONS RECEIVED LATER THAN THE SPECIFIED DATE AND TIME MAY BE REJECTED.

Interested party/ies to note that NO COMMERCIAL SUBMISSIONS to be included in the EOI submission.  Inclusion of any such material shall be rejected.

 

Note: This EOI shall not be deemed to be an invitation to tender. BMC shall have the right and sole discretion to reject any part or all of the response made by the interested party. BMC shall have the right and sole discretion to determine the bidders for this tender. This letter serves solely for the purpose of obtaining EOI and shall neither in any way be construed as to create any legal obligation on the parties responding to this advertisement nor mentioned herein. Expenses incurred in connection to this shall be borne in its entirety by the interested parties.
