EOI TITLE: A2209012/MPD – PROVISION OF INSPECTION SERVICES FOR SCHEDULED TURN-AROUND (“STA”) 2023
WORK SCOPE:
The provision shall include but not limited to the provision of inspection services during the execution of STA 2023 with engineering period of thirty (30) days in May 2023. The scope shall be segregated as follows:
LOCAL BUSINESS DEVELOPMENT (LBD)
1. Pre-STA Activities
Under pre-STA activities, the CONTRACTOR shall be required to provide the following items and/or services:
i. Temporary facilities for CONTRACTOR’s personnel.
ii. Review on maintenance and inspection work package requirement for the affected equipment plan for maintenance work in the shutdown turnaround.
iii. Provision of fit for purpose inspectors of vary certifications and allocate QA/QC personnel throughout the engagement period.
2. Execution of STA
During STA period, CONTRACTOR shall be required to carry out the following services:
i. Execution of inspection activities which shall include but not limited to:
a. Visual internal and external inspection (VT)
b. Ultrasonic wall thickness measurement (UT)
c. Ultrasonic wall gauging or scanning (UTG)
d. Dye penetrant inspection (DPT)
e. Eddy-current testing (ECT)
f. Magnetic particle Inspection (MPI)
g. Radiographic testing (RT)
h. Internal rotary inspection system (IRIS)
i. Remote-field testing inspection (RFT)
j. Borescope inspection
k. Fiberscope inspection
l. Pop test witnessing
m. Hardness Testing
n. Tube Vacuum Leak Testing
o. Magnetic Flux Inspection (MFL)
ii. Provision of required equipment during the execution of STA.
3. Post-STA Activities
As part of post-STA activities, CONTRACTOR shall be required to carry out the following services:
i. Demobilisation and cleaning up of the worksite
ii. Prepare and submit the close out reports. However, flash report must be delivered after inspection is immediately completed.
LOCAL BUSINESS DEVELOPMENT (LBD)
As per Guidelines set by the Department of Energy (DOE), this scope is categorised under the HIGHLY SPECIALIZED Quadrant of the LBD Framework. Hence, this EOI is:

▪ Local Content target – Best endeavours.

4. Interested party is required to mark its submission clearly as: A2209012/TED – PROVISION OF INSPECTION SERVICES FOR SCHEDULED TURN-AROUND 2023
ANY SUBMISSIONS RECEIVED LATER THAN THE SPECIFIED DATE AND TIME MAY BE REJECTED.
Interested party/ies to note that NO COMMERCIAL SUBMISSIONS to be included in the EOI submission. Inclusion of any such material shall be rejected.
Note: This EOI shall not be deemed to be an invitation to tender. BMC shall have the right and sole discretion to reject any part or all of the response made by the interested party. BMC shall have the right and sole discretion to determine the bidders for this tender. This letter serves solely for the purpose of obtaining EOI and shall neither in any way be construed as to create any legal obligation on the parties responding to this advertisement nor mentioned herein. Expenses incurred in connection to this shall be borne in its entirety by the interested parties.
